Check the under hood fuse block for a 40 Amp starter fuse, if ok locate and remove the starter relay use a short piece of wire to momentarily jumper cavity 30 into cavity 87 this should make the starter run if it does swap the relay out with one of the same number if it still doesn't work suspect the PCM (powertrain control module). You may have a failed battery, or maybe just dirty battery terminals. Check for both.
If the battery terminals are ok switch on the headlights - if they don't work the battery may be faulty.
If you have a multimeter check the battery terminal voltage- it should be greater than 12V.

umm not sure on the 02 but sounds like u are looking at the passengers side air bag light when that lights on means there is a problem with it and its not working so if its off that would be the problem and the reason it turns on some of thiem have a x2 symbol on thiem to let u know its the passenger side

YES, PDC is the Power Distribution Center (underhood), there is located the main relays. According with your comments, do you have power to the relay when the key is turned to the crank position?
Then need to see if getting power to the small wire on the starter solenoid when the key is in the crank position.

Have you checked this if so what was the result? To me, it sounds like either the solenoid or the starter is sticking
intermittently. I know you had it tested, but if it wasn't sticking then
it would test fine.

Feed Circuit Test
CAUTION
The ignition and fuel systems must be disabled to prevent engine start while performing the tests.
WARNING
Do not overheat the starter motor or draw the battery voltage below 9.6 volts during cranking operations.
If the voltage reads above 9.6 volts, and the amperage draw reads
above 280 amps, check for engine seizing or a faulty starter, then go to
the starter feed circuit resistance test.
If the voltage reads 12.4 volts or greater and the amperage reads 0-10 amps, check for corroded cables and/or bad connections.
If the voltage reads below 9.6 volts and the amperage draw reads above 300 amps, the trouble is within the starter.
The following test will require a voltmeter, which is capable of accuracy to within 0.1 volt.
CAUTION
The ignition and fuel systems must be disabled to prevent engine start while performing the tests.
