Get a 12v tester you can test the motor and switch with it it will light up when you get a pos led and it's easy to use you might want to check the fuse box and make sure it's not a blown fuse first but the common thing is the motor they don't make them like they use to
You view a wiring diagram so you know which wires to test , buy a DVOM - digital volt ohmmeter an test the electrical circuit . It may be the motor, some times if you have the door open with the key on and hit with your fist the lower towards the front of the inside of the door panel it will jar the motor enough to allow it to go up. (hold the swith in the up position while you do this)

I had a 99 with the same problem, and suggest you check under the passenger side front carpet. Remove the flat door kick plate, lift up the carpet on the front passenger side floor and you will see a large wiring harness running along the floor, wrapped in black tape. Water and salt gets into this harness and will rot out several wire splices that you will see. Look for wires that run from 2 wires down into one (under black tape.) These are spliced together, and rot out. There was several large gauge wires/splices(windows up and down) and I think 2 very thin wires/splices (lock/unlock) . Even if the wires look connected, give them a good tug, they will come apart and be green with corrosion. This is a very common problem and worth the effort to check out. Repairing these splices fixed both the power windows and locks at the same time. Good luck

I beleive you need to change the Power Window Switches Module in the drivers side door panel, as these connections are interlinked within this module and it is usually the first part that fails. Especially that you already changed the switches & motor in the passenger door and it still does not work. Once you remove the dual switch module in the driver's side door, you will understand what I mean. Plus it is really easy to access. Good luck! I have the same model, Claude
