A wrecking yard is your best bet. The odds of you getting one that is bad are astronomical. Are you sure your remote has fresh battery's? Also check your fuse going to that devise before buying another one. The second choice on where to find one is eBay. Of course they are usually higher then a wrecking yard. It should still be able to be locked and unlocked by the key, but if you mean locking by the remote, then the actuator is bad. These can be purchased from a dealership, parts yard, or I prefer to buy from Ebay. If you go to Ebay, just look up 2006 Yukon actuator. You may get a better price also.

Don't know if you already fixed it or not, but I was having a similar problem. My problem was the rust had seized quite a few of the moving parts. I took the latch and actuator off and sprayed a lot of wd-40 on the latch, around the latch, and everywhere else, being careful to keep the electrical connections dry. Then, once it sat for a bit, I moved everything that should move but didn't, using a hammer where necessary. Once I was satisfied the parts moved as intended, I plugged in the electrical connectors and tested it out, spraying lubricant wherever the parts didn't move enough. Finally, once everything worked right again, I put it all together and tested the door itself. I was very happy to see it all work as intended afterwards.
