There is a mode door in the plenum box with the heater core and fan. This door can come loose, break, get jammed or the actuator motor for it can fail. Look under the dash for the box and see if you can check the connections for motion when you change the mode.

Being a 2002, the actuators are not vacuum operated. They are electrically operated, however they are difficult to get to. The only one you can get to without taking the dashboard out is the driver side temperature control actuator. Removing the dash on 1999-2006 GM Truck/Tahoe/Yukon/Suburban is quite an ordeal and I would recommend watching some YouTube videos and doing some research before beginning. The part itself runs around $80.00, but getting to it may make taking it somewhere worth skipping the aggravation.

Why 2002 Tahoe A/C blowing thru defroster not dash vents

Sounds like the diverter door is not working properly. Not sure where it's located or if it's vacuum or electrically actuated. It should be in the plenum under the dash but may not be accessible w/o removing part of the dash.

I think your problem is the head unit that selects where the air comes out ie. Face, floor, defrost, or hi-level face and floor. If that's not working then it will not let you switch location that you want the air to come out.

AC NOT BLOWING THROUGH DASH VENTS

AC blowing behind dash

on your vehilce it does not use vacuum to control the vent direction.
It uses a series of actuators (electrical).
My guess is that the air blows out the defrost (top vents) this is the default position for the mode door actuator.
More than likely it will have to be replaced.

the ac blend door is out of adjustment or the the actuator is not working look behind the glove box and watch the arm move

Heat wont blow through heater or defroster vents

common problem, check under dash by the gas pedal if control arms are muving went selecting from ac to heat cuz this it is the control for the vents to go from ac to heat and to defrost.

Dash Vents wont blow as selected

THE COMPRESSOR IS SUPOST TO RUN NOT MATTER IF IS IN HOT OR IN COLD MODE SOME TIME THERE IS A POSITION WHERE THE A/C WILL BE OFF AND THIS IS ON THE KNOB CONTROL WHERE YOU SET DEFROST AR FT VENTS
ALSO ON THE THE SWITCHING FROM DASH TO FLOOR CHECK FOR ANY VACIUM LEAKS FROM THE ENGINE COMPARMENT SINCE MOST OF TIMES THIS IS CONTROLED BY VACIUM ACTUATORS
