The latch is probably just needing lubrication. In cold weather, try using a small amount of kerosene or diesel fuel (NOT NOT NOT gasoline) on the latch mechanism and drip some on the actuator cable too. Then before you close the hood, "work" the latch and cable several times to spread the lubrication and free up any parts that might have had corrosion on them.
You should replace the oil every 3,000 miles or 3 months. Unless you are using synthetic oil. With synthetic you can go to 10,000 miles. But I change mine at 7,500.
Please remove the paddings and see if the cable is stuck into it. If so when the lock is actuated the lock could be caught into it and not allowing to disengage.
open the latch and check this link , clean and set. It will work as you can test it before closing. Hope you try. Good day.
