This means the diesel soot elimination system is not working at its most effective range. The problem is related to using high Sulphur fuel, driving short distances, air leaks etc. It will clear itself if the vehicle is operated long enough to develop high exhaust temperatures.
Have the fault codes read and look for a purge solenoid/valve ---low fuel pressure at manifold tank cap etc and any fault that restricts the flow of fuel . Also check the cat converter for failure causing blockage in the exhaust.
if you are sure you have no vacum at your brake booster it could possibly mean either you have a leaking vacum pipe or if you have a pump fitted then the fault is that. If you are not sure if you have vacum at the booster end than it could also be a booster fault. Check the pipe first at the booster end (engine running)
