Just to be sure, you have a 1989 Mercury Grand Marquis? Do your brake lights work? Do the blinkers (front and back) work? Do the rest of the parking lights come on when you switch them on? Have you tried replacing the bulbs?
Remove the steering wheel and replace the multi function switch located behind it. This is responsible for cancelling the brake light on one side when you turn that blinker on. If nothing is working, it is likely that the switch has had a problem for a while. Replace it and be done. If you need anything else, please let me know.
Your tail light sockets should have 3 wires, I believe. One for tail lights, one for brake lights and a ground. The ground should be black. Check to make sure these grounds are clean and making good contact to bare metal on the chassis. Hope this helps.
