My aveo lt 2009 starts fine but it will not go faster than 3 mile per hour. what can the problem be
SOURCE: reduced power for real!!!!
I had the same thing happen to me yesterday. Sitting at a light, went to accellerate and would barely move. The same lights came on for me too. I had it towed to the Saturn dealership and they tell me it's the computer control for the transmission. It's going to cost me in excess of $950.00 to replace. I did a little research and apparently this is an ogoing problem with 2003 Vues.

Check wheel balance,
check steering linkages for loosness - such as tie rod ends, steering rack linkages etc,
check driveline for worn/loose joints and bearings.
SOURCE: lack of speed
Do you have a check engine light on? If so, I would have the codes read to pinpoint exact problem location. It may be a faulty throttle position sensor or plugged fuel filter.

Your numbers aren't that far off...the mpg posted is established using professional drivers...I could likely coax a few more mpg out of your car if I drove it because I know how. Generally, today's new engines do not need any "break in" so it should have adequate power right out of the box! There may not be any updates for the computer, but the map sensor should be able to compensate for altitude changes. Using a synthetic oil can help a bit as well.
I'd try and find out if there were any optional transmission or final drive gear options offered for different localities. That may affect both mpg and performance. As for shifting, (as well as everything else you mentioned, I'd definitely contact factory customer service if you aren't getting anywhere with your dealer) The car didn't cost $5.00, and therefore I would take it to the "next level" if you aren't happy with it!!

Thats normal for it to come on when it stalls. You may have a intermitent fault.I would have it scaned to see if it is holding any codes.I have seen this type of problem with other ford products and thay don't always set a code.that makes it a little tougher to find.Mass air flow sensor may be bad or dirty, thay have spray cleaner at your local auto parts store to clean them with.Fuel pressure may be low too.Autozone rents fuel pressure testers,if you don't feel comfortable doing this have your local mechanic do it for you.I forgot autozone will scan your car for free.Hope this helps.any more questions just ask and i'll try to help.Thank You for using fixya......iluv2fish........Ray.......
