Clean the throttle plate an bore , an the idle air control valve an air passage .

The purpose of the IAC valve assembly is to control the engine idle speed while preventing engine stalls due to changes in the engine load. The IAC valve (1), mounted in the throttle body assembly, controls the bypass air around the throttle valve (2). By moving a conical valve known as a pintle (3) in toward the seat, in order to decrease the air flow, or out away from the seat, in order to increase the air flow, a controlled amount of air moves around the throttle valve. If the engine speed is too low, more air is bypassed around the throttle valve in order to increase the RPM. If the engine speed is too high, less air is bypassed around the throttle valve in order to decrease the RPM. The control module moves the IAC valve in small steps, called counts. These can be displayed by a scan tool, which plugs into the data link connector (DLC).

The control module calculates the proper position of the IAC valve during idle based on the battery voltage, the engine coolant temperature, the engine load, and the engine RPM. If the RPM drops below specification and the throttle valve is closed, the control module senses a near stall condition and calculates a new valve position in order to prevent stalling.

I know this sounds nuts but I just did this to my Granddaughters truck and it works. Turn the key off open the door for 90 seconds close the door turn the key on but do not start the truck, press the gas pedal to the floor three times and shut the key off and wait 10 or 15 seconds and start the truck. This will reset the idle air control and should let the truck idle ok.

SOURCE: High Idle Issue

Sounds like the idle speed control motor is stuck, this could have been caused by the cleaning.

SOURCE: high idle will not lower

sounds like you have something blocking the linkage or the throttle body isn't closing totally or you have a air leak.

SOURCE: surging and high idle on 94 silverado

If your idle is going from 500rpms to 1000rpm's fluctuating at and idle your EGR valve is probably carbon up and needs cleaned or replace.

How do I adjust the throttle body

The throttle bodies on most newer cars are not adjustable for its idle speed. If the Check Engine Light is on, go to the nearest auto parts store and get them to pull the error codes from your car's computer. Post the codes back here and we can give you a better answer to your question

Where is the vacuum modulator on a 1989 Chevy silverado 4x4?

Have you tried to adjust the idle itself to bring it down? The adjustment should be right on the throttle body where the gas pedal is connected to the throttle body. There should be a screw that will allow you to adjust the idle up or down. If you loosen the screw it will take your idle down
