There is a fusable link that might have burnt into. This is a special wire that melts if there is a major short, like if the starter draws way too many amps or shorts. You can check this wire by using a test light and probe the wire several points along the insulation or use a volt meter on the continuity setting.
Make sure you check the fuses and relays first. Forgot to tell you this.
There is also a small wire that goes up into the steering column for the ignition key security system that picks up the key chip. This wire is known to break and cause problems because the security system can not pick up that the key is in the ignition.

Check the ignition switch in steering column, ,wear can cause car to not start or stop without notice. It might feel like the key is working but contact not being made inside switch.
Is the security light on? With mine, I went thru similar {Starter & Battery} and still no start. Leave the key on for 10 minutes...turn off & try. When starting. always wait for security lite to go off...otherwise no power. I went thru hell with this!!

you can reset the system by turning key to on position for 5-10 mins and then try starting it but its probably a short or grounding prob try the engine to chassis ground

this happen with my 93 ,if the car cranks,it's your gas presser regulator. it's on the top of the engine ,right side of carb.

The problem may be caused by the starter relay, fuse, or fusible link. The fuse is easy enough to check.
You can check the fusible link. Sometimes they get corroded or melt and break the circuit.
The starter relay is most likely the problem. Since you did not give a model year.
I can only guest the location of the relay.
Look under the hood on the drivers side, right above the wheel well. Look for a black box. the relays are inside.
If not you can give your model year.
