How does one adjust handbrake cable on a 2002 Kia Rio...? My brake drum won't fit on after changing shoes... And there is NO star wheel adjuster in the drum.... Has to be the cable....
Clean and lubricate the backing plate on the seven contact spots for the brake shoes, using the brake cleaner followed by high-temperature grease.
Install the new rear brake shoe with the parking brake lever, installing the old wave washer and retaining clip with the pliers. Connect the shoe's retainer spring with the tension pin.
Install the self-adjuster, ***setting the adjuster cam to its minimum setting*** and hooking the spring into place on the rear shoe and on the brake lever.
Connect the new front shoe, setting the adjuster cam tab in the ***correct*** slot on the shoe, then install its retaining spring with the pliers.
Reconnect the lower and upper return springs, using pliers.
Install the brake drum, you may have to squeeze cylinder piston inward a bit to get the drum to start to slide over shoes.
After all brakes are installed -Test brake pedal for long travel or sponginess- bleed brake lines if either exist. Clean up.
Install the wheel/tire.
TIP: Ensure hand brake works and holds.
Pump the pedal while driving the car backwards to adjust the brakes.
The brake drum does not fit due to the pressure in brake cylinders. Some of the cylinders are designed to keep a little pressure on, even when the pedal is released. The reason is that you will have instant reaction on pushing break pedal because there is no free space between drum and pads. You need to take clamp and push the pistons back in cylinder, but only that much so you can fit the drum. After the drum is tightened you must pump the brake pedal until you can fell that there is no free fall. The hand brake should be ok, but check it just to be shore. If there is need to tension the cable, it can be done under lever from outside the car (you must go under the car).

The rear drums are held on by a spindle nut. You first must remove the dust cap then unstake the nut and remove it. Behind that is a retaining washer and the outer bearing. The bearings can become a little stuck in which case a hammer can usually persuade them to loosen up.

Assuming that youve got drum brakes, they are self adjusting and cany be ajusted and more then they want without frying something, if they are not adjusting properly your self adjusters are probably frozen.
You can get them from kia for 20 bucks a piece and if you do get them unfrozen make sure to check the teeth on them, they are very fine and very commonly strip off, kia call them strut assembly.

The Kia Rios (assuming yours is equipped with rear disc brakes) utilize a system that incorporates the parking brake into the rear calipers. What this means is there really isn't a way to adjust the brake itself, since it is part of your rear service brake. If you really wanted to you could adjust the cable at the parking brake lever. This would more than likely require removing your center console to get to it. The problem is if you over adjust, you will cause constant contact between the rear pads and the disc, causing premature padwear. You really shouldn't ever need to adjust the parking brake, but if your really wanted to, that would be how to do it.
