First chevy had a recall on the wiper motor so you should check with your local dealer to see if that had already been replaced with the recall if it was then You may want to open the hood ans on the driver side fire wall tbere will be the motor remove the three screws to acses the circuit board go ahead and remove that dont be afraid to pull it out after you have it out check the sodering on the board you may need to heat any up to re sacure them.. First thing you could try is replacing the circuit board on your wiper motor. It's behind the black retangular box on your wiper motor. Not hard to change. A few screws and a plug in. Or- change the whole wiper motor. ( about $80 more than the board) Bolts can all be accessed by removing the cover at the bottom of your windshield. Pretty straight forward.

The switch/circuit board that controls the wipers probably needs to be replaced. They're available at Advance Auto or other parts stores for about $25.
you have an e-brake switch shorted to ground the only light that goes on is the brake light on the dash when you engage the e-brake. check for fryed wires near the e-brake pedel and lever assy.
Beyond the obvious answer of replacing the motor itself, check the fuse, and bad wiper switch, it could be just the auto-park switch on the wiper motor that is worn out.
Check for a loose fuse or loose wiring to the wiper. Also check for tight ground connection at the motor. The 'park' switch which completes each cycle may be intermittent. It might be a worn switch at the steering wheel.
for the bulb cradle you need to use some dielectric grease on the bulb contacts and check the ground for the tail light harness, on the wipers you need to replace the board in the wiper motor, it's available at the dealer and it may be a recall so it would be free
