I have a 2003 Pontiac Sunfire 5 speed that will intermittently stall when out of gear and no power is applied, example approaching a stop, will depress clutch, rpms will drop and stall occurs. will restart immediately however may need application of gas to avoid a restall. Has been going on for many years.

gue$$ing isn't the route to costly you must have engine light on OBD 2 scan for the fault and repair! if no engine light could be not working usually these come on every time something happens!!!!

Your battery has nothing to do with this. It sounds like you haven't had anything done in over a year. You most likely need a tune-up, which is normal wear and tear, my guess is the spark plugs and fuel filter need to be changed.

Per your observations, I would suggest you check the fuel pump harness ground connection to the body. It should be located in the rear of the car and will have a several black wires with it screwed into the body.
I believe you are having a feed back problem caused by a loose or damaged ground connection.
You can also look at the fuel pump harness at the tank, find the black wire for the fuel pump ground, solder in a new ground wire and run it to the frame rail and screw it down. That will give you a good ground and the problem will go away.
Good luck and let me know how it goes.
Regards,

The OBD II code for P0400 is Exhaust Gas Recirculation Flow Malfunction.
I'm sure the only thing you have left is you may have to replace the EGR valve or check for any leak from the vaccum lines going to to EGR valve.
