My winstar 2000 do no start

Try to find where your starter motor relay is & replace. You will probably need a workshop manual from your local auto store. Also check fusible links aren't burnt out, coming off the positive battery terminal, & also check the negative terminal has a clean earth to the chassis & engine block.
