next would be to check the fuel pressure at the fuel rail (under hood @ fuel inj sight) It sounds more like a fuel delivery problem then an electial problem

sounds like it could be the pressure control valve on the fuel pump not an expensive repair. the pressure drops in the line over night. try priming the filter whilst the engine is being cranked. the control valve is held on by 3 torx screws on the end of the pump.

If the rpm stays low at idle and at neutral then you may have to inspect the idle air control valve. It may just need cleaning or is faulty. You may also adjust the timing by turning the distributor clockwise or counter clockwise to check if it would help.
If the problem occurs only when in gear you have to check the fluid of the transmission, you need to add more or it needs replacing. Other than that it may be a bad torque converter. If it is a manual transmission it could be the clutch. It needs replacing.
