It is located on the back side of the underdash fuse box (junction block). You remove the lower steering column cover and knee blocker reinforcement. Then remove two plugs from the bottom of the bcm.
Remove the bolts holding the junction block to dash panel mounting bracket. Remove the junction block from the bracket. Remove screws holding the bcm to the jb. Slide the bcm downward to disengage guide studs on jb from channels on bcm mounting bracket
Remove bcm from jb.

    Very important!!...there are three screws holding the bcm to the jb. You'll see the first two on one side of the bcm in plain sight. The third screw is hiding way up on the opposite side towards the back of the bcm. If you look up the length of the bcm from the "two plugs" end towards the rear of the bcm, you should see it. You may need to lie on your back with a flashlight and look up to even see it and will need a longer screw driver. This third screw eluded me and caused me to eventually "rip" the bcm out and off the junction block.

Blinkers don't work at all. Where can I find the fuse or relay? I'm very frustrated. I need help.

Chris, fuse could be down under the dash to the left kind of near where your left knee would be when you are driving or under hood (engine compartment) in the fuse/relay center.
It could also be faulty flasher, wiring, etc

1999 Chrysler T&C Limited - Driving lights/Fog Lights

The fuses that protect your headlamp circuits are Fuse Numbers [4] (Left High Beam), [5] (Right High Beam) [6] (Left Low Beam) and [7] (Right Low Beam).
Fuse 4 is a 10 Amp fuse
Fuse 5 is a 10 Amp fuse
Fuse 6 is a 20 Amp fuse
Fuse 7 is a 15 Amp fuse
All are located in the Power Distribution Center in the engine compartment.

The difference between a 1999 Chrysler Town & Country with DRL and WITHOUT DRL is that one has a DRL module and the other does not. The headlmps themselves are wired exactly the same.

To make yours work, you would have to add the DRL module and reprogram your Body Control Module (BCM) to accept the DRL module. Doing it any other way would probably result in the BCM setting fault codes and possibly even causing malfunctions in other non-headlamp-related circuits.

I lose power to the door locks on my and car wont start 1999 chrysler town county

possible cause would be broken door wires in the harness between the door and the body on the driver side , also another problem could be the bcm ( body control module ) some times these can be flashed or reprogramed at the dealer with new software .

The power locks have stopped working, what can do to fix it?

I had the same problem with my 2005 Town & Country Limited, and the dealer didn't have a clue what was causing it. After doing some research, I found the fuse (20 amp) that's associated with the door locks and unplugged it for about 10 seconds, and then plugged it back in. The fuse was not bad, but seamed to reset the system. Give it a try. It's simple and free. Good luck.
