THE FUSE BLOCK IS LOCATED IN THE LEFTSIDE KICK PANEL BEHIND A REMOVABLE COVER NEAR THE PARK PEDAL. A FUSE PULLER IS ATTACHED TO THE INSIDE SURFACE OF THE FUSE PANEL COVER TO AID IN REMOVING FUSES.
Sounds like the axles have to be pulled to get the studs out. Not that familiar with Aspens but if it wont clear the backing plate the hub assembly has to move out away from it.
Sometimes the wiring will go bad in the light assembly check all fuses under dash and under hood. sometimes have individual fuses for each tail light. otherwise check wiring.
