Sorry to say the license plate lights get power from the same circuit the parking lights do. So if the parking lights work, the license plate lights should have power too.
There is a fuse for the lights. If it is just the license plate light that is not working then most likely you have a burnt out bulb. It is tied into the "parking" lights/tail lights circuit.
There should be little screws by the lights, unscrew them and the lights should fall out. If there are now screws by the lights, look under the license plate or behind the tailgate.
