4X4 not working

You have a Vacuum Leak that is not allowing the Front Hubs to engage... I do believe that 1996 Dodge has Vacuum hubs on the Differential

check the condition of the vacuum hose as it may have cracks in it or it is loose on the actuator.

The vacuum modulator in front axle is not working. Check for vacuum leak from axle passenger side up to motor.

i have a 1990 jeep cherokee lerado 4x4 but my 4x4 dont work when i engage it it spins the drive shaft but the front axel just dose nto spend i am trying to find a wat to bve able to tell where evrything needs to be hooked up to

Quadratrack transfer units work by way of an internal fluid coupler (same as your mechanical clutch fan but bigger) It is always on but not always engaged. It engages when the rear wheels start to slip.
It should lock in low range though. (in low range you should not drive over 15mph).
if the front wheels won't engage at all, then either there is something wrong inside the transfer case or inside the front differential. Both are usually noisy if they have failed but I've seen some that the ring gear has been removed as well as the driveshaft (sometimes) after the diff has failed, so it can be driven. Find another shop that's more familiar with that unit and have them take a look at it if you don't see anything obvious.

it could be that the change mechanism is sticking. this does not seem normal.
try doing the change from 4x4 to 4x2 while stationary it should switch straight away. if not there is a problem
suspect transmission oil may be low or need replacement.

Best way to engage 4x4 that I've found is to keep the vehicle rolling at 15-30mph and just engage 4 high. Generally, you don't need 4low unless in extreme conditions (pulling stuff etc) It gets about as much use as driving in 1st gear with a passenger car with auto trans! When disengaging, do the same... generally does not disengage for a few yards, but it will eventually! There is usually a brief summary on inside of sun visor. you can usually find a owners manual in scrap yards, if they let you check glove boxes.Unless you buy a shop manual, if you have ever driven anything, there is pretty limited info in them, but still a good "quick reference" for simple stuff.
