Despite other equipment on the interior windshield of your vehicle, you still don't want to put an E-Z Pass transponder on the exterior of the vehicle. On the exterior of the vehicle it will be easy for someone to steal.
I believe the E-Z Pass transponder is supposed to be placed in the upper part of the interior windshield on the driver's side.
Raise and support vehicle.• Remove right rear wheel housing liner, see Repair Manual Body Exterior Group 66 - Exterior equipment, "Rear wheel housing liner, removing and installing" in ElsaWeb.• Disconnect T-3 electrical connector at Leak Detection Pump (LDP).• Disconnect EVAP purge line, EVAP vacuum Line and EVAP vent line from EVAP canister.
Mirror — Outside Rear View
Removal NOTE: Do not remove the exterior mirror assembly when repairing an individual part. Individual components can be installed without removing the exterior mirror.
Disconnect the battery ground cable (14301).
Remove the front door trim panel; refer to Section 501-05.
Remove the speaker.
Remove the screws.
Disconnect the electrical connector.
Remove the speaker.
Remove the outside rear view mirror (17682).
Disconnect the power mirror wiring clips.
Remove the outside rear view mirror nuts.
Remove the outside rear view mirror.
Feed the power mirror wiring through the opening in the front door (20124).
Installation
NOTE: When the battery (10655) is disconnected and reconnected, some abnormal drive symptoms may occur while the vehicle relearns its adaptive strategy. The vehicle may need to be driven 16 km (10 mi) or more to relearn the strategy. To install, reverse the removal procedure.

Driver Seat Module
The power driver seat and power exterior mirrors are controlled by the driver seat module (DSM) only when the vehicle is equipped with the programmable/recall memory option.

The power exterior mirrors are controlled by the DSM and are operational all the time, whether the ignition switch is on or off. Using the power exterior mirror switch, the driver can adjust the driver and passenger exterior mirrors four ways.

If the vehicle is equipped with memory exterior mirrors and the concern remains after the inspection, connect the diagnostic tool to the data link connector (DLC) located beneath the instrument panel. Select the vehicle to be tested from the diagnostic tool menu.
Check to make sure the program card is correctly installed.
