Golf iv 1.6 8v cylinder head torque settings
hi to tighten you have to do it in 4 stages as follows
1st stage 40nm leave 5 mins
2nd stage 60nm leave 5 mins
3rd stage 90 degrees leave 10 mins
4th stage 90 degrees
then you are done i will try put order on here i hope this works as follows

Are you certain that you put diesel fuel in the car? Had to ask that question. How long did the car sit before you refueled? If it sat for a while and if the temperatures and humidity were enough to produce a build up of water vapor, that might keep the injectors from sending "dry" fuel to the cylinders.
Just running out of fuel won't harm the glow plugs (hence poor starting) and won't require need for a new battery unless the current battery was failing even before draining the tank.
How to adjust roller rockers on my 86 vw golf?
VW has never used roller rockers per say. The engine in question uses pucks (shims) of different sizes available through the dealer or VW specialist shop. This is measure while the engine is hot (metal expansion) with a feeler gauge between the cam lobe at top dead center of each valve and the shim. I believe the gap is .040 for the intake and .033 for the exhaust. Tools needed are valve compression tool for VW's, shim pliers to pull the shims out while valve are compressed (I said valves because both intake and exhaust are depressed the same time using the tool), feeler gauge, a 17mm or 19mm closed end wrench to turn the cam sprocket. Removing plugs helps alleviate compression from the pistons and easily turns.

How to fix horn
Ok, these horns are placed so that they get as much moisture and slop into them as possible. There are actually 3 horns, each with a different tone. The first place to start is the fuses. They are to the left of the steering wheel. There is a fuse labeled horn. Check this, and replace with the same amp fuse. If this does not help, the next option is to check the connection to the horn itself. The horn is located in front of the driver's side front wheel, near the bumper. You may need to drive the car up on ramps to get access. There should be one wire per horn. These wires can corode. Remove each connection, and with sand paper or a green scrub pad, scrub the tab that the wire came off of and reconnect. If the horn still doesn't work, get anelectrical
Cant find any gears
Have you tried manually shifting the linkage in the engine compartment? If you pull the flap towards you and to the right that should be 1st gear. If that works, than the linkage is the problem. Good luck!
