Could be several things - faulty injector, low fuel pressure, no ground signal from the computer, and so on.

the starter should have 3 bolts that mounts it to the engine. Once those bolts are removed it should come right out. Sometimes a hit with a hammer to the starter will break it free from the block.

Faulty fuel pressure regulator.It is located inside the throttle body.

What is the compression reading?

Start with what is missing to start the engineDo you have fuel pressure?Do you have spark? Is the valve timing ok?

The frame, or just the body? A rusted frame is dangerous specially if it has holes. Welding on them is not recommended cuz it will make the metal hard and brittle. You can't do anything with a rusted frame with holes on it.
