Yes there is. Did you disconnect the battery?
- Turn ON the ignition, with the engine OFF.
- Attempt to start the engine, then release the key to ON (vehicle will not start).
- Observe the SECURITY telltale, after approximately 10 minutes the telltale will turn OFF.
- Turn OFF the ignition, and wait 5 seconds .

There is no volume on my radio
U most likely have a factory auxiliary amplifier in the car, the radio is just a control head, that amplifier may be defective and hence no sound.

Doesn't appear to be. But if you are crazy patient you could tuck a metal rod with a 90 degree bend in it like a crank handle and theoretically tuck it in behind one of the seat halves to try and catch the release strap, then twist it forward. Might need another bend in what will be your handle end so you can apply enough twisting force to it. A second pair of eyes will be helpful so you will know if the rod has hooked up and how far you need to go. A number of Monte forums have run into this wall without a solution so good luck with cracking it.

The tune up should be part of the routine annual service - maybe the car hasn't been serviced or maybe it hasn't been serviced very well.
I wouldn't describe a sputter as a misfire but undoubtedly some folk would - nothing is more confusing or misleading than the different terminology folk use to describe the same thing.
If sputter is an accurate description it suggests momentary fuel starvation.
I suggest you initially don't worry about what might be wrong with it. The car is probably ready for a grand birthday where just about everything is looked at, studied, cleaned and adjusted or replaced and generally poked and prodded by learned men and in the process the current problem might be cured.
Considering your post it is the best starting point I can suggest.

This is a very common problem on GM vehicles. The security system is known to fail. Basically when you insert your key, the system checks for certain OHMS resistance. If the system cannot get the correct signal from the key, it assumes the key is incorrect and goes into SECURITY lockout mode. (prevents hotwiring) This has been happening with GM;s for a very long time. There are ways to bypass this now. Read through this page for info, solutions as well.
