I don't have an owners

Hi.

The issues are not dealt with in the owners manual. Here the owners manual: Chrysler PT Cruiser.pdf

The problems described look like symptom of a fault. The windshield fluid warning is triggered by a sensor. The fuel tank level is detected by the sender inside the fuel tank. The two problems at once may be symptom of a wiring problem or may be isolate faults. The first step in troubleshooting would be testing the fuel tank sender.

Regards.

Car won't start makes clicking noise when you

The click noise is the sound of the starter SOLENOID clicking but not contacting to supply voltage to the starter motor.
Now a multimeter test will confirm if the solenoid is contacting and if so then the starter motor is faulty.
It can be due failure of the BRUSH in the motor or the commutator. If so remove the motor and confirm.
Also if the starter pinion is struck the solenoid will click and the motor may not turn.

There is apparently a problem with the switch in the seat belt mechanism that is not doing it's job. You will brobably have to replace the entire seat belt to repair.
