If you're lucky there should be an arrow or notch on the rear cam cover near the cam sprocket and another mark on the cam sprocket itself. Otherwise there is a set of special tools to lock the crank and cam in place. Question edited for clarity. Question moved to make model category. Cranking, rotating, turning is all the same thing. Your vehicle is cranking but not firing /starting / running. Did you test the fuel rail fuel pressure with a gauge? On a diesel vehicle it is critical because there is so much pressure in the cylinders trying to force the fuel back. This is such an old thread but if you or come one else has stumbled back upon this thread: When you pull the fuse panel cover off of the drivers side and you see the fuse panel, if you look directly above that panel mount you will see a small-ish hole that goes to the internals of the dash. When you get a flashlight and look in there you will see a relay panel and the closest one to you will be the 384 relay. Most are numbered on a VW/ German Engineered autos but if not that is where it'll be.

find your fuse panel, take the cover off and look at the inside of it. it gives you the fuse location, size and what its for.
