Location of 4 wheel drive relay on 98 ford ranger
All the relays are under the hood on these rangers, but you problem may be with the control box behind the jump seat on the drivers side. You may have to remove the jump seat to get to it. Once there, the box will have a white, grey or black button on it. Usually on the end where the red light is, Turn the key on and press this button and hold for 5 seconds. This puts the 4 wheel drive shift motor back in sequence. Now without starting the engine and the trans in park if auto and neutral if standard park break set, try the to shift in to 4 high, if you can hear the shift motor run and shift the gears in the transfer case, try 4 low, you should hear the same motion in the transfer case, if so you have solved your problem. If not you may have to move on to the connector on the transfer case, you may have to unplug the connector and look at the pins and socket, if they look corroded, clean and apply some dielectric grease to the pins and the socket and plug back in. Try the 4 High and 4 low again. If it works, great, if not you may have a bad shift motor.
Good luck.

1998 ford ranger bolt torque specs for engine
If you want the torque specs on every single bolt on your engine, your throwing a wide loop. Can you narrow it down to a single component? As an example, if you want cylinder head torque specs, I might be able to find that, if you give us the engine size?
Some libraries carry automotive databases, they should have some torque specs.
98 ford ranger no heat have changed thermostat water pump heater control valve
Maybe the heater core is plugged or you haven't bled it properly?
If the heater hose returning from the core to the water pump is NOT hot, while the hose going to the heater core from the thermostat area IS hot, then the heater core is plugged probably.
You need to remove the heater hose while cool, from the thermostat area and remove the hose from the water pump area (that's the outlet of the flow thru heater core) AND THEN take a garden hose with p-is-tol grip type sprayer, and blow water back thru the outlet hose out the inlet hose. This will blow any bad plugging material out the way it got in.
Don't apply too much pressure if it is plugged bad. The heater core isn't made to stand 50lbs. water pressure. don-ohio (:^)
