"The Powertrain Control Module (PCM) receives a message over the
CAN BUS from the Anti-lock Brake System (ABS) Module that there is a fault with the Dynamic Sensor. The Dynamic Sensor is located within the Occupant Restraint Controller (ORC)."
so it is inside the oRC,
now begs the question where is the oRC
the book says other DTC related must not be set.

Are there any DTCs present for the Dynamic (Multi Axis) Sensor or Steering Wheel Angle Sensor in the ABS Module?
I bet you have no ABS scanner. right. so can not check it.

OKAY SOLVED HERE IS WHAT YOUR LOST SERVICE MANUAL SAID
Working from the right side front floor panel, carefully position the Occupant Restraint Controller (ORC) (2) onto the front of the floor panel transmission tunnel (5), aligning the mounts of the ORC to the studs on the floor panel. When the ORC is correctly positioned, the bottom of the housing will fit flush with the floor and the orientation arrow on the label on top of the housing will be pointed forward in the vehicle.
Still working from the right side front floor panel, reach around the forward edge of the instrument panel center stack support on the floor panel transmission tunnel to install and tighten the two nuts (1) that secure the ORC to the studs on the floor panel transmission tunnel. Tighten the nuts to the proper (Torque Specifications).
Still on the right side, connect and latch the instrument panel wire harness connector (3) to the ORC connector receptacle located on the rearward facing side of the module. Be certain that the latch on the connector is fully engaged.
Still on the right side, install the bracket that secures the lower instrument panel center stack structural support to the floor panel transmission tunnel. (Refer to Body/Instrument Panel/PANEL, Instrument/Installation).
Working from the left side front floor panel, reach around the forward edge of the instrument panel center stack support on the floor panel transmission tunnel to install and tighten the nut (1) that secures the ORC to the stud on the floor panel transmission tunnel. Tighten the nut to the proper (Torque Specifications).
Still working from the left side front floor panel, reconnect and latch the body wire harness connector (4) to the ORC connector receptacle located on the rearward facing side of the module. Be certain that the latch on the connector is fully engaged.
Install the front side panels onto the center floor console on both the right and left sides of the floor panel transmission tunnel. (Refer to Body/Interior/CONSOLE, Floor/Installation).
If this Electronic Control Unit (ECU) is being replaced with a new unit, a diagnostic scan tool MUST be used to align the PROXI configuration data into the new ECU. Follow the routine outlined in the diagnostic scan tool for PROXI Configuration Alignment under Body Control Module (BCM) Miscellaneous Functions menu.
If this Electronic Control Unit (ECU) is being replaced with a new unit, the Initialize ORC Miscellaneous Function must be run using a diagnostic scan tool.
Do not connect the negative battery cable at this time. The Supplemental Restraint System (SRS) Verification Test procedure should be performed following service of any SRS component. (Refer to Restraints - Standard Procedure).
