You will need to get that 'adapter' for the OBD scanner repaired. If the issue is with a sensor the OBD port is the easiest way to find out which one it could be.
If there is a fuse for the starter check that is OK. Check for voltage at the actual starter motor. How old is the battery? Even with a full charge an old or weak battery will struggle to turn the starter motor.
The click is most likely the Starter Relay in the fuse box operating. Sometimes if these fail it will stop your vehicle from starting. They are usually cheap to buy so it might be worth replacing it anyway. Sometimes the repair can be that easy.
