There are many epoxy resin based products designed to reclaim worn and broken machinery which used with care and wisdom can produce good results even with rotating components.
Obviously a replacement part or a shop repair would be the best option but if that isn't possible then it would be worth trying one of the above products. I think an epoxy putty or a high viscosity type would be the most suitable.

If it was made in the USA, try "e-bay" for parts.
If you need a parts list, you will need to find one first.

Leaks at the bottom of the glass holder
I'm no expert but in my experience if it leaking at the bottom then either the jar /carafe has a few chips or cracks around the hole in the bottom that the blade fits through and in that case you need to replace the jar and your blade assembly may still be good and can be moved to a new jar/carafe. Or the blade assembly has come loose a little and need to be tightened or some the washers (usually the rubber ones) have worn out and need to be replaced. There's plenty of explanation here at amazon and else where on how to replace the assembly blade, move it to a new jar and tighten it down, etc. Hope this helps!

My Waring 51BL16 is having difficulty blending and some mechanism on the inside keeps spinning once the blender has been turned off...any ideas?

Replacement motor components like many other replacements, are prohibitively expensive and can be difficult to locate. Usually it is much cheaper to replace the appliance.
First it must be dismantled and thoroughly examined. If there are any electronics involved that happened to survive, they are unlikely to be reliable over the long-term as it is inevtable they have been over-stressed and probably seriously weakened.
