My merc 9.9 outboard starts right away, as long as
you need to plurge you carb and make sure your choke is working the way u plurge your carb is pull the drain screw on the bottom of carb and pump yuor hand ball on your fuel line this will run any excess oil,water or crude out of the carb you need to check you idle by pulling the throtle cable off and turn the brass or black barrel to the right to up the idle if that doesnt work you need to pull the carb and run a peice of a wire wheel through the pilot jet witch is the smallest brass jet in carb if that jet is cloged it will not idle

The drag is set by turning the knob which secures the spool to the reel.
To cast, hold the line against the rod with index finger on right hand. Then flip the bail open which frees the line to come off the spool. The bail, when it gets to a certain point will lock open. When casting, release your finger on the line when the rod gets to 11 o'clock.
Flip the bail back by turning the reel handle -- the bail will pop back over the reel -- then you're ready to reel it in.
The bail is the wire-like device on the top of the reel.
There is probably a button/switch for turning anti-reverse on & off -- when on, this keeps the reel from turning backwards when force is applied to the line.

Evinrude 9.9 starts but when i turn it off it wont restart
With what you say,I had a very similar problem.This may not be the same as yours but what I did was a new set of sparkplugs.It worked.For the price,for the ease of doing it,it was a cheap fix.This may not be a 100% fix for yours but if it does help you,great.My motor used to go through sparkplugs a lot.It was never solved.Hope this helps
