Where you want to install Windows, when the new SSD drive shows as Drive 0 Unallocated Space, you get an option called New, and if that is selected, a partition is created. Well, you DON'T want to select New. It is best to click Next and let Windows setup create the partitions it wants to. You can shrink partitions later and add a data partition if you like. That said, wiping could remove the boot partition which would have to be fixed.

I once had to repair partitions using Test Disk freeware. It is like entering the Twilight Zone with your eyes closed but I stumbled my way through it.

If the problem is not a matter of how partitions were setup, you might have a bad driver. https://support.microsoft.com/en-us/windows/update-drivers-in-windows-10-ec62f46c-ff14-c91d-eead-d7126dc1f7b6

Try the compatibility troubleshooter under windows settings. You should be able to run the program for the version of windows that supported the original release.
If you programmed, then do not push the fire/police button, that puts it into search. Hit the bank button...there is a longshot, but in checking the antenna as suggested above, is the center pin there? They can get broken off. Another good reason to swap antennas
