Assuming the compressor is sized correctly( and usually they are) There are a couple of fairly easy things to check.
1.) The compressor unit.
Are the fan(or fans ) operating. Some units have two condenser fans and will operate with only one until the temperature gets too high for it to keep up.
Is the coil clean. A dirty coil can cause unit to fail too keep up in high temperatures.
2.) The evaporator unit .
Same as condenser unit . Are the fans all working
Are the coils clean.
3.) Defrost Timer. Is the time set correctly .
Is the unit defrosting during low usage time periods.

There HAVE to be a thermostat to cycle unit .Is there a sight glass on the liquid line .If there is normally you charge it up until you see no more bubbles in the sight glass.
There is never a constant pressure reading because pressure depend on outside temperature .
Thermostat for freezer will not look like regular thermostat.

What expansion valve do you have on this freezer should be a "Z" charge not "ZP"
ZP valves are @ a constant pressure and fight against the hold back valve.

first of all, there was a reason why the old compressor locked up and without finding out the reason why the problem is following the new one. The hissing that you are talking about is it coming from the compressor? If it is it sound like it is the internal pressure relief going off, this noise should come and go. Yes you do have a problem, and it could be a number of reasons but you need to find out the right one or you will spend more money than it would have cost a service man to repair, at least if he did it you could go back to him.
1. Was compressor burnt at time of lockup?
2. did you change the drier?
3. is it correctly charged?
4. Is TXV feeding properly?

In this case you probably have a leak and have los the charge in the unit...

Many times a freezer and/or refrigerator do not work right because of a dirty condenser coil...there are also many other things that can go wrong.
If you are hearing a clicking or buzzing then check out the last two tips.

Hello there:- First of all you should clean out the condensor unit and see if that works. all the Best God bless.

They safest way to turn the power off is to find the breaker for it in your main breaker panel. Then the power is completely off to the unit so you can repair it.

Unfortunatly, your repairman is correct. The evaporator section (part that makes things cold) of this case is build into the wall and if it is leaking it is not repairable.
