replace water level sensor if less than 5 years old should be able to get the part from a washing machine repairer or hoover washing machine parts supplier

lower the drain hose past the tub level and the water will drain out if inside use a bucket to collect the water when empty switch off the taps and use the spin cycle to dry the clothes

Im not a specialist in this but to my knowledge, Will the unit spin if you manually turn the timer dial to spin? If so, remove power, remove the clock motor from the timer, and inspect the clock and mating timer gearing for debris or damaged gear teeth. At the worst, replace the timer. You may be able to scrape or file the damaged teeth so that the timer will progress.

Have someone look under the machine and see if it has a drive belt from the motor to the pump. If it does, the belt could be worn out and slipping, causing the drum to not spin fast enough. God bless your efforts.

The easiest thing to do is just unplug it for a few min's
