Remove the cover on the back of the tv. Look for swollen or leaking capacitors. They kinda look like batteries. If they are bulging or leaking then that is your problem. You will have to de-solder the old ones off. Then solder the new capacitors onto the circuit board. Capacitors will cost about 20 dollars and installing them isn't that hard to do. It will fix your tv 99% of the time. So it is worth a try!
What is the signal source? The TV subtitle control will only work for OTA channels (RF) and possibly native apps. For a Roku TCL TV, go to Settings from the Home Page. This should put you in the Options configuration display. Select Accessibility and press OK. Navigate to Captions Mode and set to OFF. Then click OK to save the setting.
If your source is a set-top box of any sort (cable/satellite box, DVD Player, etc), you have to turn off the subtitles from the box's remote/menu. Depending on the device, this could be easy or hard. A model would have been nice but not really needed in this case as this is a common easy fix, first off, unhook one ribbon connector going to the panel boards one at a time power the set up and see if you get a normal half picture, no ghosts, if you do the panel is defective and the set isn't fixable, I don't think this will be the case however, you have a bad tcon board, order a new one and replace it if you still get half a picture with the ghosting. Easy diagnosis and low cost fix with the correct advice. Try shopjimmy for the best chances of getting a working board, do NOT buy one from ebay
