If the mechanism has jammed, due to age or lack of use that causes tarnisg=hing on the contacts, the motor/mechanism will not load.
I would get it serviced at an aurgorised Minolta repair shop.

My Nikon FM has an issue where every-other time I advance the film the shutter mirror flips up and the shutter goes off. I can actually watch the mirror go up as I'm winding if I take the lens off

Why does my Polaroid camera 300 flash red lights
It can flash red as it approaches a full charge. Also, if it is approaching the battery dying. You said it had a new battery, maybe it is reflecting being near full charge. Otherwise, Check the flash to see if the bulb is burnt out. Next, check to see if the film cartridge is jammed. or is empty. It will also flash red if you purchased the incorrect film. If none of these options seem to be the problem, you may seek out support from the manufacturer.

Giottos MT-8180 tripod parts
So is this knob positioned on the lower, centre tube between the legs? Could you post photos of the Knob and where it fits to the tripod?
Most tripods have adjustment for 4 settings. Height, rotation, Tilt and mounting plate angle. We'll need to work out which one of these it's for. Height is usually a crank handle so it's possibly not that one. The other 3 are usually a bolt with a moulded cap to make turning it easier. Some tripods have a screw clamp on the body to lock the legs into the open or closed positions.
