Multiple engine misfires in my 4.3
If you are SURE the plugs and wires are good, remove the distributer cap and check the cap inside contacts for corrosion and for cracks in the plastic cap itself. Check for tracking marks on the rotor. If the entire distributor is made of plastic there is a vent in the floor of the main body. The vent is a metal screen that get clogged and traps moisture in the cap causing corrosion. The vent can be cleaned but GM recommends to replace the entire assembly.

How do i remove a broken oil cap?
I will assume you tried pulling up on the cap as you turned slowly, the only other thing I can think of is drilling a small hole thru the side into the ratcheting mechanism and screw a small wood screw in. The small amount of plastic that might get into the oil system will be captured by the pump pick up screen or the oil filter.
