What could cause all electrical outlets and lights on the same circuit to go out without tripping the breaker?
GFCI and overcurrent protection (breaker) work in different ways. Suffice to say the GFCI is ~2000x more sensitive and trips long before the typical household breaker. So it's normal for a GFCI trip and the panel breaker to remain closed. The electrician is correct regarding GFCI devices. One GFCI device can protect multiple downstream outlets but some homeowners want a separate reset per floor or each bathroom to have its own reset, etc.As for the hair dryer... you're trying to eliminate trip sources so just leave it unplugged between uses and you'll get your answer.Typical trip sources are the GFCI itself (defect/damage/age) or an appliance of sorts. Then there's rodent or water infiltration issues. Anything you plug into the GFCI circuit is a potential trip source even something seemingly innocuous as a nightlight or air freshener, USB charger, anything that fits into the plug.
How to open the Hubbell YQ230 in order to test line voltage.
Turn off the power source to the device you want to test.
Unplug the adapter from the power source.
Locate the two screws on the adapter's faceplate.
Use a screwdriver to remove the screws.
Gently pull apart the two halves of the adapter.
Once you have opened the adapter, you can use a voltage indicator to test the line voltage . If you don't have one, you can purchase it from Hubbell's website or any other electrical equipment supplier. The MarineEngine.com website states that the Hubbell YQ230 adapter has a UV-resistant housing and two screws on its faceplate. You can use a screwdriver to remove these screws and open the adapter.

I also found a few results on the web for "miller and falls generator automatic transfer switch". One of the results is a 240V Automatic Transfer Switch by Millers Falls that can be used with GSD7500 & GSD9000 Series Diesel Generators . This switch can be wired directly to the house or workshop mains power fuse box. In Automatic mode, the switch will automatically start the generator if mains power fails for whatever reason. Once the generator is up to full speed and generating voltage at 50Hz, the switch will feed the power into the required load point. When mains power is restored, the ATS will transfer load from the generator back to mains power then shut down the generator. This same function can also be performed in manual mode if required. The wiring of the ATS must only be performed by a licensed electrician. The solenoid operating mechanism of the ATS ensures a high-speed transfer of loads between alternate sources of power, regardless of current draw. These ATS transfer boxes are available in 3 models to suit Millers Falls GSD7500 & GSD9000 (silenced & open frame) diesel generators, GSD13000 diesel generators (silenced & open frame), GSC12000i-Y & GST11000A petrol generators
