Cannot get my my mower started.
Try a different fuel type i.e. carb cleaner or starting fluid. Remove air filter, set throttle mid range, spray a 1 second burst into carb throat, leave air filter off, promptly start (minimum 3 pulls).
If it fires, runs a few seconds and dies then the problem is no fuel delivered from carburetor. If no fire then it may be flooded. Remove spark plug. If plug is wet then likely flooded. If plug is dry then spark, timing, or compression.

How to get higher revs out of briggs & straton 450 series 148cc mower
There are multiple mower manufacturers with Briggs & Stratton 450E engines. For specific instructions you need to provide the mower manufacturer model number. Likely there is no throttle cable which means the mower always runs at speed, i.e. no idle speed. This means engine speed is set by bending a fixed metal tab, see attached photo item 222. Bend tab 222 to increase tension on governor spring item 209 to increase rpms. Reduce spring tension to lower rpms. It maybe necessary to remove the air filter for access to identify and adjust the tab.The 222A assembly shows a pivoting tab used when a throttle cable is present. Otherwise the tab is fixed to a similar bracket.
What should compression be for 27hp briggs and stratton
Compression tests of small engines with a compression release mechanism will not provide an accurate measurement. Your B&S engine has automatic compression release and the recommended method to test compression potential is with a cylinder leak down test.
A simple go-no-go test is to remove both spark plugs and press your finger over a spark plug hole and crank the engine. Sufficient compression will forcibly push against your finger with a PFffft sound. If you get good sound from both cylinders then likely the problem is fuel or spark (timing).
What is the compression on a 6hp xe briggs and stratton?
Most small Briggs and Stratton engines are side valve designs. It's difficult to get high compression ratios on a side valve engine so they are usually not more than about 6:1 or 6.5:1. When near new that should give you roughly 90 psi compression pressure.
Briggs 10 hp. When pull to start, cord will sometimes snap back hard enough to pull out of your hand. Does it less on choke. Mag gap is ok. Flywheel key is straight and new plug. Any thoughts? Thanks

Have you tried flushing and cleaning the fuel system from the tank all the way to the carburetor? If there is a filter in the fuel system try cleaning or replacing it.
