It is spinning around because one of the rotors is not spinning at full speed. This happens when you bump a spinning rotor against something. Determine which one it is by observation or logic (i.e, the one that turns clockwise will produce counterclockwise torque, which is to be balanced by the other rotor spinning counter clockwise. So the counter clockwise spinning rotor is slow) Tighten the screw that holds that rotor that is spinning more slowly. Use the screwdriver that came with the spare parts.
looking from the left side, the crank spins counter clockwise. I'm intrigued how you would turn it backwards, if you touch the starter or kick start, it is going to go the correct way. If the tensioner is working it shouldnt slip anyway
Counter-clockwise as viewed from which end? The correct direction as viewed from the right end would be counter-clockwise. As viewed from the left end it would be clockwise. In other words, when using the grinder from the front, the surface of both wheels should be going down.
If this is not the direction it turns, take it back.
