Here are a couple of things to check.
1. Use a voltmeter to verify you have 120 volt AC power across the white and black wires. Maybe a breaker or wall switch is in the off position and you don't realize it.
2. Most fans have a sliding switch on their body to control the direction of the fan. Make sure this switch is pushed all the way to the right or the left. If it's somewhere in the middle this might prevent the fan from turning.
3. Most fans have a pull cords to control the speed. One of the settings is off. Pull this cord several times to make sure you're not at the off setting.
4. Does the fan have a light kit? Maybe the wiring for the fan and the light are swapped. Try turning on the light. Does the fan come on? Pull the cord for the light several times too.
