Somewhere on the labels of each hard drive it will show you where to place the jumper to make either one the master and slave.
Try installing one hard drive at a time at first. Make the seagate the master and then turn on the computer, go into the BIOS and see if it detects it. If it does then make the western digital the slave. Turn on the computer and see if the BIOS detects both of them. Make sure the red side of the ribbon is closest to the power connector as well.
