Could bethat your Hard Drive is full. Make sure it isn't and if it is then try erasing some programs. Also, check the User's Guide to reset the unit (usually done by pressing a combination of buttons for about 10 seconds)

Why does the channel up or down sometimes not work?

It sounds to me like you have a fault in the tuner circuit. I suggest you take it on for service.

Panasonic troubleshooting

I guess you mean a Set Top Box to convert digital TV transmission to old analog TV. Choose the correct video format for your screen.
Ah... Perhaps Your recording at an old standard & passing it to a modern TV or HD TV with the digital output from 1080 HD to 720 or lower still.
OR
Get a Digital Hard Drive recorder.....

The modern way to Record video is to use a Hard Disk Drive Recorder rather than a VCR. They have a built in tuner and can record 2 stations at once and have a built in Electronic Program Guide. The EPG info is transmitted with the Digital TV transmission from the broadcaster.
I bought one 2 weeks ago for an old 85yo friend so he could record late night stuff and play back later. He still uses the VCR but only for old VHS Tape playback. It was a TEAC HDR9650TS Digital Video Recorder and I picked it up new for Aus$188.
Here are the unit features
Main Features:
DVB-T Twin Digital Turners
DVR Recording: Record three channels while watching a 4th from same network Smart Series Record feature to record a whole series at a touch of a button
2.5" Sata Hard disk: 500GB

HDMI Digital Output
Digital Audio Output
CVBS/YPbPr/SPDIF connectors
Supports TV formats 4:3 and 16:9
Electronic Program Guide (EPG) up to 7 days in advance
EPG searching and auto download

Parental Control
Copy files from internal HDD to external HDD

Hd recording

If the digital tuner can pick up the HD channels, then I don't see why it can't record them. However some TV channels have blocking on them to prevent recording. If it can't record a channel it will say so with a message, generally.

Manual recording procedure

I am assuming that is what they ment.

Because a DVD Player would not be able to Recored anything at all. And he did not mention anything about there being a VCR in it or anything about a VCR in Fact.

You would have to Have a DVD Recorder to Record anything onto DVD's

Why cant i hear anything when i recored a video

1. Maybe your sound is off...
2. Bad speakers?
3. If you recorded, do you have a microphone?
4. Check your sound. Right click the sound icon in your taskbar and select recording devices. See if stereo mix is your default. What stereo mix does is record sound from your computer, not your microphone. Instead, set your microphone as the default recording device and try recording again.
5. If you are still clueless, and this is not working, you might have software issues, and need help from your OS provider.
