When i press the apps button, all it shows is finance... how do i get the rest of my apps back??

Go to settings and find your apps. Press on the one you want to display then press the menu button at the bottom of your phone. You can move them around by pressing move to button and move them where you want them

Once you get the Terms and Conditions page, Press the Menu button on your Phone and then Click Agree.
This will resolve your problem.

You don't need an app. Just press the Y= button and enter the inequality as if you're entering another function to be graphed. Then press left-arrow repeatedly to move to the diagonal line at the left end of the display. Press ENTER repeatedly to cycle through the different graph styles. If the inequality is of the form "y less than" or "y less than or equal to", select the shaded triangle below the line. If the inequality is of the form "y greater than" or "y greater than or equal to", select the shaded triangle above the line.

The Ti83Plus does not have a CPT button.You find that on Financial and Business calculators.
The Ti83Plus, does have a finance application. To access it press [APPS][1:Finance] and choose the program you want to use.

I was able to reproduce the output p/y 1 but I have no isea what the horizontal lines come from. (maybe you set the split screen in mode Horizontal) but that would be touching more than one button.
Press [2nd][MEM][3: Clear Entries][ENTER]
or Press [2nd][MEM][7:Reset][1:All Ram][2:Reset]

In case you are interested, here is what you did to get the p/y =1.
You pressed [APPS][->>][VARS][6:P/Y][ENTER] to get 1.
