SOURCE: Philips 42" Flat Screen Plasma - blinking red light 7 times - HELP please!
I had the same issue with 2 of these sets. It ended up being 2 capacitors were bad on the power supply. They are located towards the bottom of the board, you can visually see they were buldging and leaking slightly. I replaced them with 2 I salvaged out of an old computer (of same values) and the tv works as it did before.

Unplug the box's power cord for 5 minutes and wait for it to reset, plug it in, wait another 3 minutes for the box to reboot, then power up the box. If that doesn't fix it then you might have to call your satellite/cable company.

hey
if last time it blew a fuse and this time it's not powering up.
something tells me it's the main Chopper FET in the SMPS
these sometimes become leaky because of noisy power...if your on the same powerline as an industrial area you can get very bad power transients and spikes that just love to blow sensitive stuff like Switch Mode Power Supplys apart!
sorry gonna have to pay the big bucks to get it fixed :-(!
but next time around use a power protector.
hope this helps,ben
