If you're following the instruction manual but it won't heat, and it's within the 30 day return period, I'd take it back to the dealer for a replacement.
If it's past 30 days, but within the warranty period, you'd have to contact the manufacturer via the owner's manual to get it repaired.

Was able to find an on-line Instruction Manual for the Cook's Essentials EPC460 and EPC450 pressure cookers:

On the last page the distributor is identified as Tristar Products:

Tristar is now distributing the Montel Williams Pressure Cooker and is no longer listing the Cook's Essentials products.
Suggest you try the Customer Service of Tristar by contacting them directly to see if the can advise on a parts supplier.
Second choice would be to see if a part supplied for similar product might be a substitute. Several brands have parts available through this supplier:

You could also try making an inquiry through this supplier to see if they can locate the part or recommend a substitute.

The Fagor Elite line in the Macy's I went to were all made in China.
The Casa Essentials is made in Spain at Macy's.
I don't understand why the Casa Essentials line is not on the Fagor website or have their own website. its possible that you could contact Fagor directly for their source of repair parts suppliers: Parts Look-Up
