The self propel cable needs to be adjusted. Some of these units have an adjustment built into it. You should look in your Instruction manual. Also it could be that the belt has some wear and is slipping. The easiest thing would be to take it to a repair shop and ask them if they could adjust it for you and maybe check the belt. Hope this helps.
85% ethanol is a problem for ANY lawn mower engine!
There isnt a single piece of lawn equipment made to run on any amount of alcohol. Let alone run on something with 85% ethanol in it!
You should drain the tank and carb and put in clean, fresh, non-oxygenated alcohol-free fuel.
Ethanol and methanol ruin a lot of the materials that lawn mowers are made out of. So you might be stuck doing a carb replacement along with changing out all the fuel lines and related items.
I did not know riding mower had a gas pedal. I know if you leave the throttle control up all the way the engine will choke out. The pedal you are pushing, I think, is the forward/reverse hydrostatic transmission. You may need a new drive belt. The one you have now may be stretched out. Good Day.
