Many thanks for your suggested solution. However, being a PC dummy I have no idea what you mean by BIOS or how to switch the boot device. Nor how to ensure that its a local drive (C) and LAN boot is OFF. Are you able to run through this with me?

try going into safe mode with command line utility enabled. (F8 on
bootup). in command console type chkdsk /f /r and enter y for yes at
the prompt. wait for it to finish, it may take a while. If that doesn't
solve it try typing fixmbr. If that doesn't work, manually load the os
to boot from cd-rom. tap F1 while rebooting. in the BIOS go to boot
options. in boot options change first boot device to cd. put the cd in
the tray, save and exit your settings. The comp will boot from the
windows disk. follow the prompts.
When you load the cd and reboot, when you see the toshiba screen, start tapping F12, see if this brings up the temporary boot menu, if it does choose the cd and watch closely for "press any key". If there is nothing showing, might I suggest you get an external cd drive that attaches by usb. You will then have to get back to the BIOS and set the usb as your first boot device and try to boot again from the usb cd drive. Good luck.
If you lose time and day, means the little battery on your motherboard is done. Get a new one, replace it, should be fine then. As far as booting into BIOS, there should be a boot option, and you can boot into a hard disk, a usb or a cd rom drive. Of course in this case, choose the hard disk that has your operation system on it.
I had the same problem on a toshiba satellite u400. Usb over current on port ... blabla.. Please press F1 to resume or F12 to install. F1 just ended up in a screen asking to press F2 or F12 which did nothing. F12 did nothing.
Rebooting the pc ended in a black screen with a flickering HD symbol.
To be able to boot again on the BIOS I had to remove the battery and disconnect the plug. Once It restarted booting on the error USB over current.
Si I took a USB mouse and tried to boot with the mouse plugged in on port , then another ... at the third port the PC booted normally with no error :)
Don't have any idea why it became faulty but it's now solved for me.
This normally happens when upgrading your operating system i.e. from windows xp upgrading to windows vista. But the problems is sometimes it can skip important things or maybe you skipped on something. A likely problem is it doesnt boot after bios because the booting order is incorrect. When you boot go to your bios. im not sure what computer you have so follow the guide on this site http://www.whitecanyon.com/how-to-change-boot-order.php and the reply to this with your booting order! ONLY DO UP TO STEP 3! then if not already selected change it to harddrive but remember what it was peviously just incase this wasnt the problem. When set to harddrive try and boot again and hopefully it will work. If not then i suggest phoning up the company and asking instead of sending it to the shop as it will cost alot and they will take your computer from you!
