And when the wine is cooled ... the noise stops?
It's like a refrigerator ... it only operates when it it is reducing temperatures. Once things have cooled, the system cuts out.
If your wine cooler stops making a noise when the wine is cooled ..ok.
You don't indicate the brand or model but it sounds like it is a smart enough device that it provides a trouble indication via the flashing light which I haven't hear of before. Just confirm another device works properly from the receptacles you tried. Is the unit hot? some have overtemp protection - let it cool and try again.
Try disconnecting all power to the unit for about 10 mins, and turn it back on to see if the compressor will kick in. Also check your temp settings and make sure they are properly set. If that doesnt work, you might have a dead compressor which a tech can look at and verify.
