If the power light is blinking amber, the computer is receiving electrical power, but an internal power problem might exist. Ensure that the voltage selection switch is set to match the AC power at your location, if applicable. Ensure that the processor power cable is securely connected to the system board. This can be caused bya defective power supply or a defective motherboard. Just to make sure thatnothing else is causing the problem, remove any PCI cards like modem, videocard, sound card, etc... Remove the memory modules and disconnect cables toCD/DVD drives. Look at the USB ports to see if any are damaged.

If your system's power light blinks amber, it means the computer is receiving electrical power, but an internal power problem might exist. Do the following to tackle this issue:
If applicable, make sure that the voltage selection switch which is at the rear of your system matches AC power in your area.
Ensure that the power cable is securely connected to system board.
If this does not resolve the issue, then the motherboard or processor is faulty and you need to get it replaced, so if your system is within warranty why pay extra, get it replaced from Dell. Else contact a local tech and he'll help you out.

If the power button on the tower is flashing Amber, the fault is the power supply. Replace the power supply and they system should work.
If the power supply doesn't resolve then the 2nd most likely failure is the Front IO panel (Circuit card behind the power button)
Sounds like your power supply just failed. Unplug the power cord, open the case, and look for a metal box inside the case right where the power wire plugs in. Remove the box...usually four screws hold it to the case, remove all of the wires...marking each one and the motherboard so you'll be able to connect the new power supply wires. Most computer stores will have a suitable replacement. Easy replacement if you mark the wires/connections during removal. Just be sure to work with the power plug removed.
If you fan isn't turning like it should, it is definitely a power supply issue. Go out and purchase a power supply with 250-300 watts...thats a good standard wattage!!
