The Ti83 evaluates every everything entered as a decimal number by default. However if you want to keep a fraction as a fraction you should follow it by the sequence [MATH][1:|=>Frac].
So if you enter the fraction
27/48 [MATH][1:|=>Frac] [ENTER] the calculator displays the reduced form 9/16.
So you can keep fractions as fractions, albeit reduced ones, by following them with [MATH][1:|=>Frac], before hitting [ENTER]

Texas Instrument has released a major update to the TI84PLUS/SE. This
update numbered 2.53MP introduces Math Print that displays fractions as
one sees them in textbooks. Installing it will allow the user to
manipulate easily fractions (mixed numbers, improper fractions )
calculate logs in arbitrary bases, configure the calculator to convert
automatically fractions to decimals, etc. It is WORTH installing.

Enter any fraction as a division problem and your TI 83 will evaluate it as a fraction.
For instance, 3/4 = three fourths.
